Carol McCormack

Founder & Chief Political Strategist

Carol McCormack has spent more than three decades working in Democratic politics, building experience through campaign leadership, political consulting, and strategic planning. Her career has included involvement in elections and initiatives at the federal, state, and local levels across the United States. Through years of advising candidates and organizations, she has developed a broad background in campaign operations, voter outreach, fundraising, and public affairs. Based in Portland, Oregon, she continues to provide political consulting services through her own firm.

McCormack began her professional political journey with an early opportunity in Washington, D.C. While attending college, she interned in the office of Texas Congressman Martin Frost. The internship gave her exposure to congressional operations and the day-to-day work of a legislative office. Following that experience, she accepted a staff position within Frost’s office, where she gained practical knowledge of government affairs and public service.

Carol later became involved in presidential campaign politics during the 1988 election cycle. She worked in the Iowa headquarters of Dick Gephardt’s presidential campaign as a surrogate scheduler. The role introduced her to the demands of a national campaign and provided firsthand experience in campaign organization and logistics. It also marked the beginning of her long-term involvement in Democratic political campaigns.

Carol Butler McCormack expanded her political experience throughout the late 1980s, 1990s, and early 2000s by working on campaigns in several states, including Michigan, Oregon, Arkansas, and Texas. Her responsibilities ranged from field operations and finance strategy to overall campaign management. A major milestone came in 2000 when she managed Debbie Stabenow’s successful campaign for the U.S. Senate. That victory strengthened her reputation as an experienced strategist capable of leading statewide races.

McCormack also became involved in Oregon Democratic politics through her work on Senator Ron Wyden’s reelection campaigns. Beginning with his 1998 campaign and continuing through subsequent election cycles, she contributed to campaign operations and strategic planning. Her broader political portfolio included participation in Barack Obama’s 2008 presidential campaign as well as involvement in Ron Kirk’s 2002 U.S. Senate race in Texas and Bill Halter’s 2010 Senate campaign in Arkansas.

Carol founded Carol Butler and Associates in Portland in 2006. Through the consulting firm, she established a practice focused on helping Democratic candidates, ballot-measure committees, and progressive organizations achieve their political objectives. Her work has included campaign planning, message development, budget oversight, opposition research, and organizational management. The firm has provided services for presidential campaigns, congressional races, Senate contests, gubernatorial campaigns, and statewide initiatives.

Carol became particularly active in Oregon ballot-measure efforts after launching her consulting business. One of her most notable assignments was serving as campaign manager for the successful effort to defeat Oregon’s Measure 43 in 2006. The campaign required statewide communication, coalition-building, and coordination among advocacy groups focused on privacy and reproductive rights. In 2012, she worked as a senior strategist for Suzanne Bonamici during her special election victory and remained involved in later campaign efforts.

Carol Butler McCormack also participated in the effort to oppose privatization proposals involving the Portland Water Bureau in 2014. Years later, she served as a senior consultant and campaign leader for Nicholas Kristof’s 2021 gubernatorial campaign. The race received national attention and required extensive statewide planning and campaign coordination.

McCormack has remained active in civic engagement outside traditional campaign work. Together with her partner, Win McCormack, she has hosted political fundraisers and events featuring Democratic leaders such as Joe Biden, Jill Biden, Hillary Clinton, and Nancy Pelosi. These gatherings have been held in Portland and nearby communities, including Lake Oswego and Dunthorpe.

Carol McCormack continues to be recognized for her long-standing involvement in Democratic politics. Her career has been featured by Oregon Business magazine and referenced in publications including The New Republic, Willamette Week, Portland Tribune, Oregon Public Broadcasting, Crain’s New York Business, and The Fine Print. In addition to political consulting, she has supported initiatives to increase women’s representation in public office and contributed to charitable causes, including Raskels Rescue in South Carolina. Her professional history reflects decades of campaign experience, strategic leadership, and participation in public and civic affairs.
